Shem Khoo

Managing Director

Shem is the Managing Director of the firm. He has close to two decades of international arbitration and litigation experience and was previously a partner in one of Singapore’s largest firms. He has represented both Singapore and international clients in numerous high-value disputes spanning a wide range of industries, including oil and gas, energy, marine, insurance, commodities trading, biotechnology, banking and finance, mining and natural resources.

Shem is ranked by Euromoney Benchmark Asia Pacific as a “Disputes Star”. Shem regularly appears in the Singapore High Court and was one of the first lawyers to handle a dispute before the Singapore International Commercial Court. He acts in international arbitrations under various institutional rules (including ICC, SIAC, LMAA, AIAC (formerly KLRCA) and LCIA) as well as ad hoc arbitrations, seated in major arbitration venues, such as London, Singapore and Kuala Lumpur.

His cases involve joint venture and partnership disputes, sale & purchase agreement disputes, shareholder disputes, construction disputes as well as disputes arising out of commodities trading agreements, charter parties, bills of lading, oil trading contracts, hull & machinery marine insurance and letters of credit. Shem regularly advises companies on crypto and tech matters as well as ICOs. Shem was recently instructed to advise a large group of forex investors adversely affected by a forex broker’s re-pricing of trades following the 15th January 2015 EUR/CHF crash.

Shem has an intimate knowledge of, and affinity for, Indonesia, having spent close to 4 years as a director of an Indonesian iron ore exploration company, where he was involved in raising finance for the company’s exploration program, restructuring the Project’s group of mining companies to align the businesses with provisions of Indonesia’s New Mining Law of 2009 and overseeing the exploration and mining program of the company.

He is therefore particularly well-placed to advise clients on issues and disputes relating to mining and natural resources sectors in Indonesia. He was also previously adjunct faculty at the Singapore Management University School of Law, where he taught international arbitration.

Mark Tan

Director

Mark is a Director of the firm and has been practising in the field of commercial and general litigation and arbitration since 1999.

He has extensive experience in dispute resolution, in particular commercial, corporate, banking, construction and shipping disputes. Mark has advised and been counsel to numerous multi-national corporations, international banks and high net worth individuals in litigation disputes in the High Court and the Court of Appeal of Singapore and in arbitration proceedings under the rules of various leading arbitral institutions such as the SIAC, HKIAC, ICC and AAA.

Mark has since 2009 been regularly recognised in global legal directories and publication such as Global Arbitration Review; Chambers; Legal 500 and IFLR 1000. Mark was most recently recommended as a leading lawyer in the Singapore Shipping section of the Legal 500 (2018 edition) and described as “quality and responsive” in the International Arbitration section of the same guide.

In addition to his practice, Mark previously tutored undergraduates at the National University of Singapore in Trial Advocacy.

Lim Ker Sheon

Director

Ker Sheon is a Director of the firm and heads our Construction Practice. He also has vast experience in commercial disputes. Ker Sheon is also well versed in general corporate work and M&As (mergers & acquisitions) and franchising, particularly in the areas of Education, Construction, IT and Infocomm.

Ker Sheon is a vastly experienced litigator with deep experience at all levels of the Singapore Courts, including the Court of Appeal. He also regularly acts as counsel in arbitration proceedings at the SIAC as well as under the SIA regime.

For construction disputes, Ker Sheon has acted as lead counsel in numerous published decisions, both in court litigation and arbitration, and under the Building and Construction Industry (Security of Payments) Act regime. His particular expertise is in the areas of (i) time-delay analysis with acceleration and prolongation claims, as well as claims for acts of prevention and disruption, and (ii) complex issues of contractual interpretation of construction contracts involving VOs, defects and claims processes. Most recently in 2020, Ker Sheon successfully defeated a S$55 million claim by a main contractor against a sub-contractor for liquidated damages for much delayed projects, and successfully counter-claimed and was awarded about S$10 million out of a S$12 million claim for unpaid sums, prolongation and acceleration loss & expenses. Ker Sheon has also acted to defend construction clients in criminal court, primarily for fatal industrial accidents, and arising from damage to underground cables and pipes.

For commercial disputes, Ker Sheon has acted as lead counsel in many notable cases in the High Court and Court of Appeal, including (i) successfully lifting the corporate veil against an individual hiding behind a BVI company; (ii) successfully claiming a return of shares despite allegedly signed Share Transfer Forms; (iii) successfully defending clients against claims under Trust Law in several different matters, and (iv) in various different matters, successfully claiming against directors or partners in actions for accounts and breaches of fiduciary duties.

Ker Sheon is also very experienced in advising on corporate and commercial work, particularly with drafting contracts and advising on mergers and acquisitions. Ker Sheon had a 2 year stint away from legal practice where he helped start up a software development and distribution company in China and Singapore. This experience helps him bring a practical and creative perspective to finding solutions for clients’ needs. While his clients come from many different fields and industries, he is particularly involved in the fields of education, construction, IT and Infocomm.

Ker Sheon’s work in Construction and Commercial Disputes has been recognized in international guides to leading litigation lawyers. Ker Sheon helps teach Part B of the Singapore Bar Examinations. Ker Sheon also used to be an adjunct law lecturer at PSB Academy for their University of Newcastle, Australia undergraduate programme. Ker Sheon remains a frequent speaker on the seminar circuit, particularly in the areas of Contract Law and Construction Law. Ker Sheon serves as office-holder in various charities, and has also served in various sub-committees of the Law Society of Singapore.

Mimi Ahn

Associate Director

Mimi is a Korean national and was called to the bar in April 2015, making her one of just a handful of Koreans who is fully qualified to practice Singapore law. Mimi’s practice focuses on International Commercial Arbitration and Litigation. She has represented clients in international arbitration under various institutional rules (including SIAC, ICC and LCIA), seated in major arbitration venues, such as New York and Singapore. Mimi also regularly appears in Singapore High Court for various civil and commercial matters.

On the advisory front, Mimi advises clients on crypto related projects in Singapore as well as assists in drafting commercial documents such as shareholders’ agreements and sale and purchase agreements.

Mimi has maintained her close ties to Korea since moving to Singapore and provides legal assistance to many Korean companies and nationals in Singapore. Mimi is also currently appointed as the legal advisor for the Embassy of the Republic of Korea in Singapore.

Hannah Cheang

Associate Director

Hannah was admitted as an Advocate and Solicitor of the Supreme Court of Singapore in August 2014. Since then, she has built her legal practice around corporate and commercial dispute resolution, family matters and private client matters.

Disputes-wise, Hannah has handled a wide variety of matters including contractual disputes; matrimonial disputes involving divorce, annulment, ancillary matters, intervention in ancillary matters and variation of maintenance; construction disputes under both the Court system and the Building and Construction Industry Securities of Payment Act; property disputes between landlord and tenant, between co-owners, between vendor and purchaser and between subsidiary proprietor and MCST; employment disputes involving wrongful dismissal and breach of confidentiality; personal injury claims for both plaintiffs and defendants; trademark infringement disputes and bankruptcy disputes.

When she’s not handling disputes, Hannah regularly assists clients with trademark registrations, applications under the Mental Capacity Act, applications for Grant of Probate and Letters of Administration, and the drafting of wills.

Being an avid footballer as well, Hannah currently plays midfield for the Law Society women’s team and represents the Singapore Bar in the annual Bench & Bar Games against the Malaysian Bar.

David Marc Lee

Following his graduation from University College London in 2013, David was admitted as an advocate and solicitor of the Supreme Court of Singapore in 2015. His practice centres around complex commercial disputes and related advisory work, as well as company-related insolvency and restructuring.

As a member of the firm’s dispute resolution team, he taps on his experience in contentious as well as non-contentious civil, commercial, and criminal matters to provide practical, fuss-free advice and representation to his clients.

His litigation and advisory experience includes representing companies and high net-worth individuals (before all levels of the Singapore Courts, and in arbitration) in contractual and tortious claims, shareholders' and construction disputes, employment, banking, insolvency and restructuring matters, and both white and blue-collar crime.

David is also an advocacy trainer of the advocacy module for the Singapore Bar Examinations, and a volunteer with the Law Society Pro Bono Services’ Criminal Legal Aid Scheme (CLAS).

Outside of work, he takes particular interest in studying (in particular, by way of consumption) the world of Scotch Whisky.

Zeng Hanyi

Associate Director

Hanyi was called to the Singapore Bar in 2015 – but was immediately thrown into the commercial world where he worked for one of the largest international companies in the oil and gas industry. There, he saw the inner workings of the business, from sealing revenue opportunities to cutting cost centres, all the while honing his eye for and imagination of practical legal solutions. Upon returning to legal practice, Hanyi continued and continues to hone that commercial appreciation and versatility in his work.

In respect of commercial dispute resolution, litigation and arbitration matters, he has done work in complex construction arbitrations in India and Singapore; Security of Payment Act adjudications; disputes with total sums amounting to S$67 million in the Singapore High Court; cross-border stay of proceedings and injunctive interlocutory applications; as well as probate, tax and criminal matters. Hanyi has often helped clients fight to settle, has already accrued much experience in SMC mediations, and has even had multiple cross-border pre-suit negotiations in Houston and Brunei.

In respect of general corporate and advisory work, he has assisted clients with various forms of mergers & acquisitions (including due diligence, and sale and purchase agreements for shares or business units); consortium or joint venture agreements; and settlement agreements.

Yohei Shigihara

Senior Associate

Yohei Shigihara was registered as a Japanese lawyer in 2015 and worked at a Japanese law firm in Tokyo for seven years, specializing mainly in M&A and business-related legal affairs.

He provides strategic legal advice and deals with litigations in relation to Japanese laws, engages in legal affairs across throughout Asia, and advises on cross-border M&A, entering, developing and managing a business in Asia, including Japan, China, Hong Kong and Southeast Asia.

He holds the license of the First class boat operator, registered himself as Maritime Counselor, handles a marine accident, provides continuous advice on marine advice, and responds to the authorities.
